近年来高铁项目不断增加,设计院在手项目越来越多,出具各种保函的数量、扣留勘察设计质保金的数额也逐渐增大,企业的风险随之加大。质保金周期长、不计息、催收难,从另一个角度可以说就是资产的贬值,无形中加大了企业的运营成本,直接影响企业经济效益。通过分析勘察设计行业质保金现状,探求质保金问题的解决路径,以求有效带动整个行业精细化改革。

At the same time, the number of bank guarantee and the amount of the assurance money have also increased. The assurance money return period is long,no interest, increases the risk of the enterprise. By analyzing the current situation of assurance money in design institute, the solution path of this problem is explored, which would lead to the refined reform of the whole industry.
