水库移民后期扶持中公众参与的方式及问题与对策

Patterns,Problems and Countermeasures of Public Participation in Follow-up Support for Reservoir Resettlement

为实现水库移民后期扶持中公众的有效参与,介绍了信息公开、参与各类会议、参与项目实施过程、参与监测评估调查、信访及申诉等实现其公众参与的形式;从公众参与实际操作难,参与层次浅,公众参与流于形式,参与效果不理想等方面分析存在的问题;从加强参与制度保障,增强主体参与意识并理性参与,拓宽公众参与渠道等方面提出水库移民后期扶持阶段良性参与的措施。

The public participation forms of information publicity,participation in all kinds of meetings,participation in project implementation process,participation in monitoring and evaluation investigation,petition letter and appeal are introduced firstly,then the existing problems are revealed by analyzing difficult actual operation of public participation,shallow participation level,formalistic public participation and unsatisfactory participation effect and finally the optimal participation countermeasures for reservoir resettlement at follow-up supporting stage are proposed from three aspects of strengthening participation system guarantee,enhancing main body participation consciousness and rational participation,and widening public participation channels to implement public effective participation in follow-up support for reservoir resettlement.
