中国创业制度环境分析——基于与创新驱动经济体的比较

An Analysis of China's Entrepreneurial Institutional Environment——Based on the Comparison between China and Innovation-driven Economies

创新创业是国家或地区经济发展的重要引擎,而创业需要良好的制度环境。文章分析2012-2016年中国创业制度环境,并同创新驱动经济体对比,研究发现:中国创业者的高地位及媒体对创业的高度关注表明社会公众对创新创业活动的高认可和高评价,这可能是现阶段中国创新创业发展的主要外部驱动力;而目前创新型创业活动缺乏,究其原因,可能是中国的法律法规及政府政策对创新创业的激励与保障机制尚未健全,新知识和新技术的发展与应用相对薄弱。为促进中国创新型创业活动开展,推进中国创新型国家建设,需要在继续保持对创新创业高度关注的同时,注重保护私人产权,降低开办企业成本,加强知识产权保护,推进先进科技成果的研发转化,强化产学合作。

Innovation and entrepreneurship is an important engine for the economic development of a country or a region. A good institutional environment is necessary for starting businesses. After analyzing China＇s entrepreneurial institutional environment from 2012 to 2016 and compared with innovation-driven economies,it is found that the high status of entrepreneurs and the high media attention on entrepreneurship suggest the high recognition and evaluation of innovation and entrepreneurship in China,which may be the main external driving force at present. Whereas the lack of innovative entrepreneurial activities may be due to the fact that China＇s laws and regulations and government policies have not yet perfected for innovation and entrepreneurship.The development and application of new knowledge and technology is relatively weak. To strengthen the development of China＇s innovative entrepreneurial activities and promote the construction of China to be an innovative country,it is necessary to continue to maintain a high degree of attention to innovation and entrepreneurship,and pay attention to the protection of private property rights,reduce the costs of starting businesses,strengthen the protection of intellectual property rights,promote the RD transformation of advanced scientific and technological achievements and strengthen the university-industry collaboration.
