新时代绿色城市群建设问题研究

A Research on Green City Group Construction in the New Era

党的十九大报告首次提出"建设生态文明是中华民族永续发展的千年大计",因此,"必须树立和践行绿水青山就是金山银山的理念""构筑尊崇自然、绿色发展的生态体系""坚定走生产发展、生活富裕、生态良好的文明发展道路"。由此可见,加快绿色城市群建设,不仅事关人民群众对美好生活的追求,而且事关美丽中国建设的步伐。所谓绿色城市群,意指以生态环境承载力为出发点,以绿色产业和绿色产业链发展为内核,以立体综合交通体系建设为纽带,以一个或两个大城市、特大城市为核心,与周边大中小城市和小城镇形成功能分异和互补的密集的经济网络或城镇体系。其政策依据为:全国主体功能区规划、国家新型城镇化规划、关于推进绿色"一带一路"建设的指导意见,以及党的十九大报告等。为加快绿色城市群建设,笔者建议:一是出台绿色城市群规划指引或法律文本;二是加快绿色产业发展;三是建立与健全绿色基础设施;四是促进大中小城市和小城镇协调发展;五是加快农业转移人口市民化。

The Report to the 19 th CPC National Congress first states that ＂ building ecological civilization is a millennium plan for the sustainable development of the Chinese nation.＂ Therefore,it is imperative to firmly ＂ establish and practice the idea that lucid waters and lush mountains are invaluable assets＂, ＂ build an ecological system that respects nature and promotes green development＂ and ＂ firmly adhere to the road of civilized development with production development,well-off life and good ecology＂. It can be seen that speeding up the construction of green city group is related not only to the masses＇ pursuit of a better life,but also to the pace of building a beautiful China.Green city group means a dense economic network or urban system which takes ecological environment bearing capacity as the starting point,takes the development of green industry and green industry chain as the core,takes the construction of stereoscopic integrated transportation system as the link,and takes one or two big cities or megacities as the core with functional differentiation and complementarity with surrounding large,medium-sized and small cities and small towns. Its policy basis is main national functional area planning,new national urbanization planning,the guiding opinions for promoting the green ＂ Belt and Road＂ construction and the Report to the 19 th CPC National Congress. The suggestions for speeding up the construction of green city groups include introducing the planning guidelines or legal texts for green city groups,speeding up the development of green industry,building and improving the green infrastructure,promoting the coordinated development of small,medium-sized and large cities and small towns,and speeding up the citizenization of agricultural transfer population.
