西部贫困地区卫生人力资源管理思考

Thinking on Cultivation and Introduction of Health Human Resources in Poverty-Stricken Areas of Western China

西部贫困地区医疗机构卫生人力资源的配置,直接关系到当地医疗卫生服务的可及性和均等化,进而影响卫生事业的发展和居民健康水平的提高。目前我国西部贫困地区卫生人力资源流失严重,补偿机制、配置机制及培养机制等各方面有待完善。西部贫困地区应因地制宜,通过完善定向医学生、护理学生培养机制、落实对口支援等措施不断加强卫生人力资源培养与引进,吸引和留住更多优秀卫生技术人员,提高医疗卫生服务质量,满足西部贫困地区患者基本就医需求,缓解因病致贫和因病返贫的现象。

The allocation of health resources in poverty-stricken areas of western China is directly related to accessibility and equalization of medical and health services,and then affects the development of health services and the improvement of residents＇ health level. At present,the loss of health human resources in the poverty-stricken areas of western China is serious,and the compensation mechanism,the allocation mechanism and the training mechanism of health human resources need to be improved. The poverty-stricken areas of western China should be adapted to local conditions,through improving the training mechanism of directional medical students and nursing students,we will continuously improve the mechanism of training and introducing health human resources to attract and retain more outstanding medical personnel,improve the quality of medical service in poverty-stricken areas of western China,and alleviate the poverty caused by illness and phenomenon.
