市场采购贸易方式起源于义乌,截至2017年已开展了三批次共8个试点城市。与一般贸易方式相比,市场采购贸易方式更适合于中小微企业的零散、小批量订单出口,在拼箱操作、税务征收、报关操作等方面更具优势,同时为了确保试点"管得住,通的快",市场采购贸易方式在海关、税务、外汇管理、检验检疫等监管方面进行了一系列创新性探索。8个试点城市针对各自产品和市场的实际特点和现状,分别进行了不同创新。在过去的几年中,有大量的专家学者对市场采购贸易政策进行了深入剖析,受篇幅限制,文中将研究着眼点重点定位于临沂商城围绕试点工作推进的具体做法成效以及面临的具体问题展开研究分析,并提出下一步工作建议,期望为今后进一步优化完善市场采购贸易试点,形成可复制可推广的经验做法做出贡献。
Originated from Yuwu,the market-procurement trade has carried out three batches in a total of 8 pilot cities as of 2017. Compared to the general trade mode,the market-procurement trade mode is more suitable for small and medium-sized enterprises to export in small quantities or batches. It has more advantages in terms of consolidating operations,tax-collection,and customs declaration operations. At the same time,in order to ensure that the pilots are "Managed Well"and "Expressed quickly,"the market procurement trade has conducted a series of innovative explorations in customs,taxation,foreign exchange management,inspection and quarantine and other regulatory aspects. Based on their product range and market situation as well as characteristics,the 8 pilot cities have conducted their own innovation programmes. In the past few years,a lot of experts and scholars have conducted an in-depth analysis of the market procurement trade policy. Due to space limitations,this article is focusing on the promotion of specific measures in the Linyi Mall around the pilot project,the specific issues faced and analyzed,as well as the next step of work proposed. It is expected to contribute to the further optimization and improvement of the market procurement trade pilots in the future to form replicable and scalable experiences and practices.
