我国精准扶贫取得了巨大的成就,但也面临着农村人口的智能水平较低、农村劳动力现代化技能缺乏、农村人口身心健康不佳及农村人口社会保障水平较低等诸多困境。在分析这些困境背后原因的基础上,提出了通过加大基础教育投入、强化农村人口技能培训、丰富农村人口精神生活、健全农村社会保障机制等措施,为贫困农村地区人力资源的开发提供有力支持,实现贫困农村地区真正的脱贫。
