关于我国中长期对外战略的几点思考

Reflections on China's Medium and Long-term Foreign Strategy

面向本世纪中叶,中国应以实现中华民族伟大复兴,建成全球超级强国为总体目标,制定"三步走"的中长期对外战略。中国的战略目标以十年为界,分别是建构履行亚洲领袖国家责任、亚非领军国家责任、世界领航国家责任。在中国完全崛起为全球超级强国,形成对美全方位权力平衡之前,中国应采取进取性的内部制衡和区分性的外交谦逊相结合的战略方针。中国应该执行崛起战略、大国关系战略、国家统一战略、领土争端管理战略、中国与世界互动战略、"一带一路"倡议实施战略。

China should formulate a ＂three-step＂ medium and long-term foreign strategy with the overall goal of realizing the great rejuvenation of the Chinese nation and building China into a global super power by the middle of this century. The strategic goal shall be partly accomplished every ten years, which is to get China to become able to take the responsibility as a leader in Asia, in Asia and Africa, and around the world in a step-by-step manner. Before China fhlly emerges as a global super power and realize an all-around balance of power over the US, it should adopt a strategic approach that combines aggressive internal checks and balances with differentiated diplomatic humility China should employ strategies concerning the affairs including its rise, its relations with other major powers, national unification, territorial disputes management, interaction with the outside world, and implementation of the ＂Belt and Road＂ initiative.
