Social Organization: A New Type of Subject Participating in Social Assistance Practice

在推进国家治理体系和治理能力现代化建设的新形势下,社会组织已然成为我国社会救助实践中的新型主体。这不仅是社会救助实践演进的现实需求和突破政府一元救助局限的必然选择,也是社会组织参与救助的自身优势使然。但当前我国社会组织参与社会救助还存在外部体制机制障碍、社会组织自身能力建设不足以及政社协作关系尚未完全建立的多重困境。因此,为充分彰显社会组织在社会救助实践中的新型主体地位,需不断优化社会组织发展的体制机制环境、加强社会组织参与社会救助的能力建设,并加快构建社会救助领域中政社新型合作关系。

In the new situation of promoting the modernization of national governance system and governance capacity,social organizations have become a new type of subject participating in social assistance Practice in China. This is not only the actual needs of the evolution of social assistance practice and the inevitable choice to break through the limitations of the government＇s unitary aid,but also the social organizations＇ own advantages in participating in social assistance. But in China the current social organizations participating in social assistance have multiple dilemmas,included in the external institutional obstacles,the lack of social organization＇s ability construction and relationship beening not fully established between the government and social organizations. Therefore,to fully demonstrate the role of new type of subject in the practice of social assistance,it is necessary to constantly optimize the system and mechanism environment of social organization development,to strengthen the capacity building of social organizations participating in social assistance,and accelerate the construction of a new type of relationship between the government and social organizations in the field of social assistance.
