Thoughts and Suggestions for Promoting Civil Reading Activities in Hubei Province

湖北省全民阅读活动近年来蓬勃开展,取得了良好成绩,主要取决于七个方面的条件,即顶层推动有力、率先建章立制、阅读活动丰富、阅读品牌众多、阅读氛围浓厚、创先争优踊跃、服务体系不断健全。在快速发展的同时,湖北省全民阅读活动也存在三方面的问题,即发展不均衡的问题比较突出,成年人群纸质图书阅读量偏低,公共阅读服务设施和服务体系不够健全和完善。基于此,应当采取五个方面的措施予以解决,即将《全民阅读促进办法》转为省人大立法,设立省级全民阅读基金,制定发布《湖北省全民阅读综合评估指标体系》,加强阅读公共设施建设,成立全民阅读的社会群团组织。

The civil reading activities in Hubei Province have been vigorously carried out in recent years and have achieved good results. It mainly depends on the conditions in seven aspects： the top-level promotion is strong, rules and systems are first established, the reading activities are abundant, the reading brands are sufficient, the reading atmosphere is strong, people strive for excellence and the service system is continuously improved. With rapid development, there are also three problems in the civil reading activities in Hubei Province： the problem of unbalanced development is relatively prominent, the reading volume of paper books in adults is low, and the public reading service facilities and service system are not sound and complete. Based on this, five measures should be taken to solve the problem, that is, to turn the ＂Measures for the Promotion of Civil Reading＂ to the legislation by Provincial People＇s Congress, set up provincial-level civil reading fund, formulate and issue the ＂Comprehensive Evaluation Index System for Civil Reading in Hubei Province＂, strengthen the construction of public reading facilities, so as to build a social group of civil reading.
