摘要
"规章"广义上是指各级行政机关及社会团体、企事业单位,为实施管理,规范工作、活动和有关人员行为,在其职权范围内制定并发布实施的、具有行政约束力和道德行为准则的规范性文书的总称。在企业中,通常我们把规章理解为企业发布的规章制度,是对规章的狭义理解,本文所述规章,即是狭义上的规章。为加强对规章的理解与把握,借鉴法律解释方法中的"体系解释"、"客观解释"、"当然解释",弥合补充规章在工作实践中存在的刚性问题,以提升企业规章的适应性和应用性。
