摘要
在施工项目招投标实践中,投标人以低于其成本价投标的现象屡见不鲜,但若要依法对投标人的报价是否低于成本价进行认定却是一件复杂而困难的事。通过对实际案例进行剖析,以资人们对工程项目招投标中投标人的报价低于其成本价的相关问题有更进一步的认识与了解。
