欠发达地区乡风文明建设的治理模式研究——基于安徽省亳州市的实证分析

Study on the Governance Model of the Local Custom Civilization Construction in Underdeveloped Areas——An empirical analysis based on Bozhou in Anhui Province

乡风文明建设是深化美丽乡村建设的有效途径,是实施乡村振兴战略的总要求。通过乡风、乡风文明两个核心词汇的解读,总结出乡风文明建设的基本涵义。对作为欠发达地区缩影的亳州市进行实证分析的基础上,总结出乡风文明建设中存在普遍共性和特殊个性的问题特征,求解欠发达地区乡风文明建设的治理路径,形成有效且固化的治理模式:即注重制度设计,构建乡风文明建设大格局;注重方法创新,构建乡风文明建设动力保障;注重主体培育,构建乡风文明建设长效机制。

The local custom civilization construction is an effective way to deepen the construction of beautiful countryside, and is the general requirement for the implementation of the strategy of Rural Revitalization. Through the interpretation of the two core words of local custom and local custom civilization, the basic meaning of the local custom civilization construction is summed up. On the basis of the empirical analysis on the epitome of the underdeveloped areas in Bozhou City, this paper sums up the common characteristic problems and special characters existing in the local custom civilization construction, trying to find the way to solve the governance of the local custom civilization construction in underdeveloped areas, so as to form effective and curing governance models. Emphasis on system design forms the local custom civilization construction, method innovation is focused to construct dynamic security and the body cultivation is paid attention to build long-term mechanism.
