The Construction of Energy Security in China's Policy Discourse

能源安全是能源领域的核心概念,也是各国能源战略的施策重点。能源安全的话语界定不但反映社会现实,也反过来建构社会现实。以中国能源实践的发展进程为线,以能源安全话语与能源实践的互动为面,以官方话语对能源安全的建构为切入点,历时分析能源安全概念的内涵演变,探索话语研究与能源研究的有效接面。

Energy security is a central concept in the domain of energy and a fundamental policy objective for our country. Defining energy security is a reflection of energy practice as well as a discursive construction of energy reality. This paper follows China's energy strategy with a focus on the interaction between energy security discourse and energy practice in China. A survey of official discursive construction of energy security within a period of 2007-2016 demonstrates the conceptual evolution of energy security. The paper also explores a feasible transdisciplinary interface between energy research and discourse study.
