政策工具理论视角下基于创新创业政策内容的文本分析

Textual Analysis Based on the Public Entrepreneurship Innovation Policy from the Perspective of the Theory Policy Instruments

政府正确选择和科学设计大众创业、万众创新的政策工具,是激发全社会创新创业热情的基本保证。政策工具的选择和设计对于政府而言是一项具备关键意义的任务。据此采用文本分析法,依据罗斯威尔·罗伊(Rothwell·Roy)和沃尔特(Walter Zegveld)的政策工具理论以及目标对象链两个维度进行编码、计量与分析。深入剖析国务院颁布的《关于大力推进大众创业万众创新若干政策措施的意见》文本材料中政策工具选择特点和分布情况,从而为国家在创新创业政策的完善和优化给出合理的政策建议。

Howdoes the government select and design scientific public entrepreneurship innovation policy tool correctly,is the basic guarantee for inspiring innovative entrepreneurial in the whole society. It is very critical for government to choose and design policy instruments. This paper adopted textual analysis. It is based on the combination of the theory of Rothwell·Roy and Walter Ziegfeld’s policy and the chain of the targeted audience group. It is an in-depth analysis of the characteristics and distribution of policy instruments,from ＂ The Opinions of the State Council on howto promote the public entrepreneurship innovation ＂. Further,the paper gathered ideas of developing and optimizing the policy on howto promote innovation and entrepreneurship.
