“放管服”改革背景下高校科研经费财务管理问题研究

Studies on University Financial Management of Scientific Research in the Background of “Fangguanfu” Reform

为适应各高校科研活动日益增多,科研经费不断增加形势的需要,2017年3月,教育部联合五部门共同引发了《关于深化高等教育领域简政放权放管结合优化服务改革的若干意见》。然而,在"放管服"的新背景下,高校科研经费财务管理的相关问题也日益凸显。针对这些新问题,应采取相应的措施和对策,来切实提高科研经费管理的效率和效益。

To adapt to the various college scientific research activities,the situation of the needs of the increasing scientific research funds need,in March,2017 the Ministry of Education jointly raised five departments to issue ＂On Deepening Optimization Service Reform in the Higher Education Institutes＂. However,under the new background,the related issues are also increasingly highlighted. To solve these new problems,corresponding measures and countermeasures should be taken to improve the management efficiency and benefits.
