学分制作为现代大学制度的重要组成部分,是体现以人为本、培养个性化创新人才、催生"双适型"教育的重要举措,其教育理念与《教育改革和发展规划纲要》的政策创新高度契合。以淮海工学院全面学分制改革为实例,系统梳理了学分制"本土化"发展历程与主要特点,阐述了学分制改革在高校贯彻落实《教育改革和发展规划纲要》中的重要作用与具体做法。

As an important part of modern university system,credit system is an important measure to insist on people-oriented society,cultivate innovation talents and stimulate the development of＂double eligibility＂education.Its education concept fits with the Outline of Education Reform and Development Program.This article,based on the instance of Huaihai Institute of Technology＇s credit system reform,analyzes the development and main characteristics of the credit system＇s＂localization＂and narrates the important role and concrete measures of colleges and universities in implementing the Outline of Education Reform and Development Program.
