摘要 为进一步提升高速铁路建设项目质量管理绩效评价的科学性和有效性,对高速铁路建设项目质量管理方案的主要影响因素进行了系统全面的梳理,构造出影响因素的指标体系。进一步借助区间值直觉模糊集理论对已有的多属性群决策方法进行改进,定义了指标属性的隶属度和非隶属度,由广义Shapley函数确定属性权重,并引入λ-模糊测度界定质量管理方案各个影响因素之间的相互作用。最终借助得分函数对质量管理方案进行打分排序,从而选出最优方案。这一改进多属性群决策方法有效提升了定量模糊判断的准确度,降低了决策者的决策难度,为高速铁路建设项目质量管理绩效评价提供了新的方法借鉴。 In order to further enhance the scientific nature and effectiveness of quality management performance evaluation of high-speed rail construction projects,the main influencing factors of quality management plan of high-speed rail construction project were systematically sorted out,based on which,the index system of influencing factors was constructed.With the help of interval valued intuitionistic fuzzy set theory,the multi-attribute group decision making method was improved to define the index attribute by virtue of membership degree and non-membership degree.Based on the attribute weights determined by generalized Shapley function,theλ-fuzzy measure was used to define the interaction between the influencing factors of the quality management plan.Finally,the scoring function was used to score and sort the quality management plans to select the optimal scheme.This improved multi-attribute group decision making method effectively enhances the accuracy of quantitative fuzzy judgment and reduces the decision-making difficulty of decision-makers,which provides a new method to evaluate the performance of quality management of high-speed railway construction projects.
