多中心协同治理在社区治理中的作用——以湖北省宜昌市西陵区社区治理经验为例

The Role of Polycentric Synergetic Governance in Community Governance——the Experience of Community Governance in Xiling District,Yichang City,Hubei Province

多中心协同治理模式是将多中心理论与协同学统合起来运用到治理领域中提炼出的一种理论框架和实践方案。近年来,湖北省宜昌市西陵区在社区治理中注重发挥党和政府的引领、指导和协调作用,重视业主委员会的自治作用,调动公民个人特别是小区中的优秀人士的带头作用,形成了党、政府、市场与社会共同推进的协同效应,使社区治理取得了良好效果。这一治理经验具有多中心协同治理的特征,并表现出一定的典型性。同时,当地特别注重发挥业主委员会的作用,使业主委员会成为多中心协同治理的落地点,这样,这一治理经验又表现出一定的独特性。可以说,多中心协同治理模式为社区治理提供了一个很好的操作性方案,具有一定的借鉴意义和推广价值。

The model of polycentric synergetic governance is a theoretical framework and practical strategy that combines polycentric theory with synergetics and applied to the field of governance. In recent years,Xiling district of Yichang city in Hubei province attached great importance to the guiding and coordinating role of the party and the government,emphasized the autonomy of the owners' committee,mobilized individual citizens,especially the outstanding people in the neighborhood. In this way,the party,the government,market and society advance together,forming synergy,making the community governance a good effect. On one hand,this governance experience has the typical characteristics of polycentric synergetic governance. On the other hand,the local governance case showed its uniqueness for the special role played by the owners' committee,which is the gripper of the polycentric synergetic governance. The model of polycentric synergetic governance provides a good practical strategy for community governance,which can be referred and promoted according to actual situation.
