摘要
政府部门人力资源流动是政府人力资源管理工作的一个重要环节。以流动方向划分,政府部门人力资源流动可分为由外向内流动、内部流动和由内向外流动三个流动阶段。当前,政府部门人力资源流动普遍存在着招录信息不对称、编制管理滞后、退出机制不完备等问题。文章以机关事业单位工作人员为例,简要分析了政府部门人力资源流动三个阶段中存在的问题,提出转变人力资源管理理念,实现从管控迈向服务的措施:动态的工作分析,丰富招考信息,引入无领导小组讨论,健全编制管理模式,完善多元退出机制等。
The flow of human resources in government departments is an important part of the management of government talent resources.In the direction of flow,it can be divided into three stages:outside-in,inside-out and the flow within the organization.At present,there are some problems existing in the flow of human resources of government departments,such as recruiting information asymmetry,the lag of government staffing management,the withdrawal mechanism is incomplete etc.This paper takes the government staff as an example to analyze those problems in three stages of the government human resource flow,and puts forward several suggestions such as changing the concept of government talent resources management,promoting work analysis,enriching the recruitment Information,adopting leaderless group discussion,perfecting the management of government staffing and turnover etc.
