乡村振兴战略下村庄人口与建设用地管控刍议——以福建省为例

Preliminary Views on Some Problems about Village population and Construction Land Under The strategy of Rural Revitalization——Take Fujian Province as the example

阐述了乡村振兴与建设用地控制的关系,研究了村庄建设用地管控的相关依据,分析了福建省村庄人口预测及建设用地控制存在的问题,提出了以"户籍人口"控用地、以"常住人口"配设施的规划方法,提出了慎重对待村庄归并、各层次规划协调等规划思路。

This paper discussed the relationship between Rural Revitalization and village construction land control,studied the relevant basis of village construction land management and control,analyzed the problems of village population prediction and construction land control in Fujian province,put forward the planning method of using the ＂ register population＂ to control the land and use the ＂ permanent population＂ supporting facilities. The paper also put forward the planning ideas such as careful treatment of village merging,planning coordination at various levels,etc.
