抗战时期,太岳根据地出版多种报刊,为宣传和动员民众抗战发挥了重要作用。在交通落后的战争环境中,将报刊成功发行至民众手中,是出版发行工作中的最难环节。中共在太岳根据地采取交通、邮政、发行合为一体的"交发合一"政策。通过建立邮路支线、干线、乡交线,设立发行站、组织读报小组等形式,将党报党刊发行到根据地、友区和敌区。"交发合一"的实施,确保了根据地新闻舆论和主流意识传播的安全,发挥了报刊的舆论引导和宣传教育作用。

Chinese Communist Party published all kinds of newspapers and periodicals in Taiyue anti-Japanese area in the period of anti-Japanese war. This had played an important role in publicizing and mobilizing people＇s struggling against Japan. Distributing the newspaper to people successfully was the most difficult link in distributing work in war conditions. Chinese Communist Party was trying to distribute the newspaper to the anti-Japanese area, friend territory and enemy territory by postal artery, branch and country line, mandatory news service station and newspaper group. This policy had ensured the security of news public opinion and communication of mainstreaming ideology in the anti-Japanese area. This had played an important role in media guiding and propaganda education.
