混合所有制办学开启了职业教育领域办学模式改革探索的新征程,是职业教育改革的新突破。威海区域职业教育混合所有制办学存在问题主要是法律基础弱、改革动力弱、管理能力弱。混合所有制办学需要政府更新观念,进行顶层设计并制定政策对混合所有制办学大力扶持;尝试多元合作办学形式,优势互补;完善办学治理结构,采取法人治理,多元参与的管理模式;加强监督与管理,确保育人质量。
