摘要
本文从加强群众性的角度,对近年来有关我国工会改革的相关研究进行了梳理。首先,本文对近年来工会的批判性研究、介入集体劳动争议的研究和群团组织改革的研究进行了梳理与讨论,在此基础上,本文提出从工会改革的动力来看,其既可以作为国家治理劳动关系的一种重要手段,同时也是在职工抗争压力和挑战之下的一种必然回应。同时,本文梳理了集体协商和民主管理两种重要的工会改革实践经验的方式,也提出在我国,工会改革在中央、地方和企业三个层面呈现出了不同的导向。在此基础上,本文提出过往对于工会改革的研究大体上可以分为批判视角、关系视角和从工会自身出发的三种研究视角,最终,本文依循工会改革的顶层设计与基层经验的运行逻辑具有差异性这一特征,提出未来对于工会改革的研究应当暂时放弃总体性视角,更多关注于工会的服务功能,注重重构工会改革的分析框架,以求对工会改革的现象作出更加深刻的理论反思。
From the angle of strengthening the mass, the paper combs the related research about the trade union reform in China in recent years. First of all, this article has carried on the carding and the discussion to the trade union's critical research, the intervention collective labor dispute Research and the Group organization Reform Research in recent years, based on this, this article proposed from the Trade union reform impetus view, may be as the state governs the labor relations an important method, It is also a kind of inevitable response under the pressure and challenge of workers' struggle. At the same time, this article combs the collective consultation and the democratic management as the important trade union reform practical experience way, also proposed in our country, the trade union reform in the central, the local and the enterprise three level presents the different direction. On this basis, this paper puts forward that the past research on trade union reform can be divided into critical angle of view, relationship perspective and three kinds of research perspectives from the trade union itself, and finally, this article follows the difference between the top design of trade union reform and the operation logic of grass-roots experience. It is suggested that the future research on trade union reform should give up the overall perspective, pay more attention to the service function of trade union, pay attention to reconstruct the analysis frame of trade union reform, and make a deeper theoretical reflection on the phenomenon of trade union reform.
