摘要
我国现阶段"互联网+政府采购"尚存在着规范流程与提高效率远未实现、高价采购与低价抢标尴尬并存等问题。为解决上述问题以充分发挥"互联网+政府采购"相对于传统政府采购的模式创新优势,本文在梳理我国"互联网+政府采购"业态及现存问题成因的基础上,给出了旨在为构建我国"互联网+政府采购"制度提供理性借鉴的管理机制和管控流程。其中,管理机制包括产品价格与产品技术标准动态更新、比价与竞价互动匹配、价格—采购期—质量—售后服务集成监控采购合同执行和多主体多层面评价供应商四种机制。管控流程包括"互联网+政府采购"的业务管控流程、信息安全管控流程和信用管控流程。
Presently the domestic Internet+ government procurement ( IGP ) has a few problems such as unsuccessfully accomplishing the goals of process standardization and efficiency improvement, coexistence of high- priced purchasing and unreasonable low-priced bid-winning, and mismatch between policy functions and policy instruments. To solve these problems and utilize deeply innovation advantages of IGP over traditional government procurement modes, existing practices and problems of domestic IGP are firstly analyzed. After that, management mechanism and control process aiming at providing rational reference for constructing the domestic IGP system are proposed. The management mechanisms include dynamically updating product price and technical standard, mutually matching price comparison and competitive bidding, comprehensively monitoring procurement-contract execution, and adopting multiple entities to evaluate suppliers from multiple viewpoints. The control process focuses on procurement-business controlling, information security controlling, and credit controlling.
