农地确权、资源禀赋约束与农地流转

Praedial Title Right,Resources Endowment Constraints and Farming Land Transfer

明晰的土地产权或者土地使用权及对其进行有效保护,是保证土地流转高效顺畅运行的前提条件,但学术界对农地确权是否有助于农地流转的观点不一。本文利用中国健康与养老追踪调查的大样本数据,系统评估了农地确权政策的实施对农村土地流转的影响。研究结果显示:整体而言,农地确权政策能对农地流转产生显著的正向影响,但是村庄农业资源禀赋并不完全是农地流转实践可行的依赖条件,农地确权政策作用效果还受限于农村产业比例构成;对于农业产值比重较大的村庄,实施确权政策的作用效果不明显。本文从禀赋效应、行政干预和机会成本三个方面,对当前的争论给出了新的理解,并提出具体的政策建议。

Clearly established and effectively protected land property rights is the premise for the efficient land transferring.But there is no unanimous idea about whether praedial title right truly helps farming land transfer.By using the CHARLS data,this paper assess the effect of the praedial title right on farming land transfer.The study found that praedial title right truly helps farming land transfer,but the agricultural resources endowment is not the entirely feasible conditions for the transfer,and the effect of the right is limited to rural industry composition.For villages with larger agricultural output proportion,the effect of the right is not obvious.Finally,the paper gives new understanding from the aspects of endowment effect,administrative intervention and opportunity cost,and then put forward specific policy recommendations.
