摘要
文章以"决策问题"为核心焦点,引入议程设置理论,拉斯韦尔5W传播要素模型,分析网络舆情对于决策行为和决策有效的影响。研究提出了智能化、参与式的决策模式,"监测—预警—决策"的过程以及网络舆情数据驱动决策的策略。
Taking the "decision-making problem"as the core,this paper introduces the theory of Agenda-setting and the model of Lesswell 5W Communication Elements to study the influence of network public opinion on decision-making behaviors and effective decision-making. The paper puts forward the intelligent and participatory pattern, "monitoring-warning-decision making"process and strategies of decision-making driven by network public opinion data.
