International Comparison and Enlightenments of Think Tanks Construction

[目的/意义]针对当前政府决策需要更多民间智慧和社会力量参与的事实,从运营、资金、人员和立场等维度,对发达国家智库建设模式进行比较分析,拟为中国智库建设提供决策参考。[方法/过程]运用文献研读、比较分析等方法,梳理了美欧日等发达国家智库的运营与管理模式,总结了发达国家智库建设的经验与启示,提出了建设中国特色新型智库的对策建议。[结果/结论]认为中国新型智库建设必须营造透明的政治环境,加强智库的专业化发展,开放政府公共信息资源,完善智库建设机制,加强智库人才队伍建设,使智库为政府决策提供高质量的智力支持。

[Purpose/significance] In view of the fact that the current government decision-making needs more folk wisdom and social forces to participate,this paper compares and analyzes the developed countries＇ think tank construction modes from the dimensions of operations,capital,personnel,positions,and so on,in order to provide references for China＇s construction of think tanks. [Method/process] Through literature review,comparative analysis and other methods,the paper combs the operation and management modes of think tank in developed countries such as the United States and Europe,summarizes the experience and enlightenments of developed countries＇ think tank construction,and puts forward suggestions on the construction of new think tanks with Chinese characteristics. [Result/conclusion] It should create a transparent political environment,strengthen the professional development of think tanks, open government public information resources, improve the tank construction mechanism, and strengthen the construction of talent team for Chinese new think tanks＇ construction,in order to provide high quality intellectual support for government decision-making.
