摘要
抓住＂丝绸之路经济带＂发展战略带来的新机遇,从战略高度对＂丝绸之路经济带＂高等教育国际合作进行谋篇布局,是陕西发挥自身在高等教育优质资源方面的集群优势,形成高等教育国际合作新局面,推动陕西高等教育内涵式发展的有效途径之一。通过对陕西加强与＂丝绸之路经济带＂各国高等教育合作的SWOT分析,为推动陕西与＂丝绸之路经济带＂各国高等教育的合作,本文建议：（1）应该科学制订与＂丝绸之路经济带＂各国开展高等教育合作的战略规划;（2）积极推进成立＂丝绸之路经济带沿线国内高等教育联盟＂;（3）积极推进成立＂丝绸之路经济带高等教育国际联盟＂;（4）推进与＂丝绸之路经济带＂各国的师生交流与联合培养。
It is important for Shanxi to seize the new opportunities＂ the Belt and Road Initiatives＂, and make programs and plans strategically for the cooperation in higher education with countries located along the＂ the Belt and Road＂. Shanxi Province is then able to draw on its high quality resources in the field of higher education, so as to further promote its international cooperation and to achieve the internal development of its higher education field. This paper reports a SWOT analysis of strengthening the cooperation in higher education between Shanxi and countries along＂ the Belt and Road＂. Based on the analysis, the paper suggests： （ 1 ） Shanxi should scientifically formulate a strategic plan on cooperation with countries along＂ the Belt and Road＂ ; （2）Shanxi should actively promote the establishment of a＂ Domestic Alliance in Higher Education along the Belt and Road＂ ; （ 3 ） Shanxi should actively promote the establishment of an＂ International Alliance in Higher Education along the Belt and Road＂ ; （4） Shanxi should promote cooperation between local universities and universities in countries along＂ the Belt and Road＂in terms of staff and student exchanges and establishment of various joint educational programs.
