摘要
“水能载舟，亦能覆舟”也可以运用到国家管理之上，我国是一个农业大国，根据人口铺场政策的调查结果，我国大概拥有8亿左右的农村人口，如此庞大的人口基础对我国的发展来说有着相当大的意义。而决定一个国家的发展进程，最明显就是资金的存储问题，农村的发展以及建设是构建新农村主义社会的基础性工作，这关系到我国的总体发展水平，如何处理农村的财务问题以及解决对策是本篇论文的研究重点。

Which determines the development process of a country, the most obvious is the capital storage, rural development and construction is the foundation of building a new rural social work, which is related to the overall development level of our country. How to deal with financial problems in rural areas and countermeasures is the research focus of this paper.
