摘要
调研中,发现向信访部门投诉是欠薪纠纷中群众表达诉求较多的一种途径,虽然有其一定的作用与价值,然而囿于制度本身的缺陷,信访部门在预防、控制以及解决欠薪纠纷过程中试图建立防控欠薪纠纷的长效机制仍困难重重。因此,在正确定位信访工作的基础上引入网络技术等手段以建立新型信访工作机制,在信访工作中引入法律服务功能以建立综合治理长效机制等,是对欠薪纠纷突出问题进行重点防治的可尝试性改革模式。
The study found that people who struggled in the back pay disputes often chose to write letters to the complaint department. This measurement has its function and value in some degree,but due to the original shortage of petition system, complaint departments finds it difficult to construct an long-term mechanism to prevent and control back pay disputes. Therefore, applying network technologies to build a new petition work mechanism on the base of correct positioning and providing law service function to build a comprehensive long-term governance mechanism are two tentative reform modes with the aim of critical prevention and control major concerns like back pay disputes.
