新型城镇化背景下城镇建设管理的法视角检视——以贵州省城镇建设管理为例

新型城镇化是我国在新时期提出的具有新的时代特征的概念。近年来,贵州省的城镇化建设快速发展,这给城市治理带来了一系列挑战。提高城镇建设质量,加强城镇建设管理,需要以城镇建设管理的法律法规为依据。从地方立法的视角看,贵州省要在借鉴、总结国内外立法经验的基础上,建立健全城镇规划、城镇管理机制、城镇环境保护、城镇文化建设保护等有关城镇建设管理的地方性法规体系,使城镇建设管理做到有法可依,更好地为新型城镇化建设保驾护航。

The ＂new urbanization＂ is a concept that China has put forward in the new period and has the characteristics of a new era. In recent years, the rapid development of urbanization in Guizhou Province has brought a series of challenges to urban governance. To improve the quality of urban construction and strengthen the management of urban construction, it is necessary to take the relevant laws and regulations as the basis. From the perspective of local legislation, Guizhou Province should establish and improve local laws and regulations on urban construction and management, such as urban planning, urban management mechanism, urban environmental protection and urban cultural construction protection, on the basis of drawing lessons from domestic and foreign legislative experiences. So that urban construction and management can be law-based and protect the new urbanization better.
