Improving Rural Governance Mechanism and the Level of Rural Governance

党的十九大报告指出:"加强农村基层基础工作,健全自治、法治、德治相结合的乡村治理体系。""三治合一"是新时代中国实施乡村振兴战略的内在要求,也是其重要组成部分。这一重大判断为我国乡村治理指明了方向、奠定了根本遵循。在基层党组织的领导下,乡镇如何指导乡村而不干预村民自治权、乡村如何更好地提升自治能力提高自治水平、齐心协力共同推动乡村经济、社会、文化各方面的发展,这些都必须坚持党的领导,既充分发挥德治、法治、自治的功能,又要充分发挥"三治"系统功能、整体效果,最终达到乡村社会的善治。

Stressed in the report of the 19th CPC National Congress is that ＂it is vital to strengthen rural grassroots basic work, improve the rural governance system that combines autonomy, rule of law, and rule by virtue. ＂ ＂Three types of governance com- bined＂ is the internal requirement and important part for the implementation of the strategy of rural rejuvenation in the new era of the country. This major judgment has pointed out direction for China＇s rural governance and laid foundation for its compliance. At present, issues to be urgently solved in the rural governance include how townships, under the leadership of the grassroots party organizations, can guide villages without interfering with villagers＇ autonomy, and how the villages can better improve their self - government levels, and make concerted efforts to jointly promote rural economic, social, and cultural development. To re- solve the above problems, the leadership of the Party must be adhered to. Besides, we should give full play to the functions of the rule of virtue, the rule of law, and autonomy as well as the overall effects of the ＂three governances＂ system, so as to a- chieve ultimately good governance in rural communities.
