保障性住房建设“加速跑”会“跑”偏吗?——以满足多元化福利诉求为导向的反思

Will the Accelerating Buildup of Affordable Housing Lead to Deviation? Reflections Based on Meeting the Diversified Demands of Welfare

在住房市场化改革进程中,因不平等的秩序变迁,提供保障房的轮子"跑"慢了,现在进入保障房建设的"加速跑"时期,却又存在"跑"偏的风险。由于保障房居住者在群体特征、生命周期、支付能力和发展能力等方面存在差异,必然导致福利诉求的多元化。保障房建设的根本指向是以人居为中心的福利诉求的满足,这些福利除居住福利外,还包括与居住相关联的经济性、安全性、心理性、文化性和发展性等方面的福利。在保障性居住建设中,建议放宽准入,营造保障房多样化、多中心供给,同时向更多保障需求者开放限域,均等化公共服务,构建和谐、包容社区,以此来提高保障对象的获得感和满足感。

During the reform process of housing marketization,the construction of affordable housing slows down due to the unequal order change. Now it accelerates,but there is a risk of deviation from the runway. The differences in residents＇ characteristics,life cycle,payment ability and development ability will inevitably lead to the diversified welfare demands. The real point of the affordable housing is to meet the resident-centered welfare demands. Besides living benefit,some other related benefits such as economic,security,psychologic,cultural and developing welfare are also included. In the construction of affordable housing,it is suggested to relax admittance,create affordable housing diversification,supply multi-centrically,and at the same time to lessen restrictions to more affordable housing needs,to equalize public services,to build a harmonious and inclusive community so as to improve the sense of gain and satisfaction of the security subject.
