后TPP时代:国家间实现区域合作协定的研究——基于三重因素下的动态解释

The Post TPP Era: A Study on the Agreement to Implement Regional Cooperation Between Nations——Based on the Dynamic Explanation Under Three Factors

进入后TPP时代,围绕在非传统领域展开的大国博弈愈演愈烈,以重构全球价值链为目标,进而实现国家间区域合作协定的规划,成为国家间新一轮博弈的"竞技场"。通过综合分析国家间实现区域合作协定可知,合作协定的实现往往受到三重因素的影响:舆论表达与交易费用、实施意愿与行为方、博弈与潜规则。从四个层面论述中国应该从构建开放透明的区域合作新常态、贡献互惠共赢的区域合作新思路、打造独立专业的区域合作新智囊、推进灵活高效的区域合作新实践上加强工作,为后TPP时代下中国更好地参与国际互动积累经验。

With entering the post-TPP era,the games among the great powers in non-traditional areas are becoming even more intense. And reconstructing the global value chain is the goal to implement inter-state regional cooperation agreements,which becomes the important ＂arena＂of the games. Through comprehensive analysis,it can be concluded that the achievement of regional cooperation agreements is usually affected by ＂three factors＂： expression of public opinion and transaction costs,willingness to implement and the actors,game and tacit agreement. Therefore,China should show her strength on four levels,including constructing open and transparent new normal of regional cooperation,contributing new ideas of mutual benefit and win-win situation of regional cooperation,building independent and professional new think-tank of the regional cooperation,promoting flexible and efficient new practice of regional cooperation,helping China to accumulate experience to participate in international interaction in the post TPP era.
