新生代农民工培训问题的思考——基于准公共产品的视角

摘要 随着"中国制造2025"的提出和新生代农民工的自我发展,政府对新生代农民工培训这一"准公共产品"的体系建设应当与时俱进。通过对培训信息的不对称性、培训内容供给与需求的冲突、短期转移培训与系统职业教育博弈三方面的分析讨论,促进政府作为新生代农民工培训传递者、引领者、保障者三个角色的职能完善,以期推动新生代农民工的职业发展进程。 With the concept of"Made in China 2025"put forward and the self-development of new generation of migrant workers, the system of government's training for them as"quasi-public goods"should keep pace with the times. Through analyzing and discussing the asymmetry of training information, the conflict of supply and demand of training content together with the game of the short-term transfer training and the systematic vocational education, this research aims to perfect the government functions as a translator, a leader as well as a protector, to promote the new generation of migrant workers' career development process.
