The Changes of Monetary Gifts Governance of China since Reform and Opening:Trajectory,Characteristics and Directions

改革开放四十年来,中国礼金治理深受制度环境和治党理念的影响,中央和地方层面不断探索和完善礼金治理安排,形成了多种治理安排重叠的局面。文章采用政策分析方法,详细梳理改革开放以来中国礼金治理相关规定,全景式地呈现礼金治理变迁过程及其变迁特征。未来中国礼金治理将在既有治理框架内从分散走向协同、从被动走向主动、从模糊走向精准,以进一步扎紧礼金治理的"笼子",严格规范和约束国家公职人员赠送和收受礼金行为,保障国家公职人员廉洁从政。

During the past four decades of reform and opening, monetary gifts governance of China has been deeply influenced by the institutional environment and the concept of ruling the party. Central and local governments continuously explore and perfect monetary gifts arrangements, forming a situation in which multiple arrangements overlap. This article uses the text-analysis method to elaborate the relevant provisions of China′s monetary gifts governance since the reform and opening, to present a panoramic view of governance process, and to summarize characteristics of its changes. This paper argues that China′s monetary gifts governance will be dispersed within existing governance frameworks. It will evolve from dispersion to collaboration, from passiveness to initiative, and from vagueness to precision, to tighten the ″cage″ of governing monetary gifts, restrict donation and acceptance of monetary gifts strictly, and ensure the integrity of public functionary.
