芬兰新一轮健康服务体制改革介绍及对我国的启示

Introduction of the new round of Finland healthcare reform and its enlightenment to China

芬兰在健康服务领域成绩显著,其国民的健康水平和对生活的满意度都排在欧盟国家前列。金融危机后,芬兰用于健康服务的公共支出增长迅速,服务中遭遇的公平和效率问题迫使其开始新一轮的健康服务体制改革。文章介绍了芬兰健康服务体制改革的背景、主要内容和措施、改革进程,总结了对我国医药卫生体制改革和健康服务业发展的可借鉴之处,并提出相应建议。

Finland has made remarkable achievement in the field of healthcare,with the national health and life satisfaction ranking top of the European Union. After the financial crisis,public expenditure of healthcare service grew fast. Meanwhile,the problem of equity and efficiency arising in healthcare service compelled the Finnish government to launch a new round of healthcare reform. This paper introduced the background,contents,measures and process of the healthcare reform,and summarized valuable lessons which could guide the healthcare reform and the development of the healthcare industry in China. Corresponding suggestions were also put forward.
