Flexible Taking Advantage of Industrial Policy:the Necessary Way to Realize Industrial Upgrade

产业政策一直是中国推进产业形成并促进产业升级的重要力量。但是,随着中国经济由高速增长阶段向高质量发展阶段迈进,当前产业政策所导致的产业竞争力弱、产业效率低下的问题较为突出。文章提出在当前供给侧改革的背景下灵活运用产业政策对于产业升级有着重要的现实意义。

Industrial policy is an important power to push industrial upgrade in China. With the change of Chinese economic growth form from high speed to high quality, the problem of the weak industrial competition power and low efficiency caused by industrial policy become more serious. It argues that to flexibly take advantage of industrial policy in the context of supply-side reform is very meaning and practical.
