以加强基层党建推动农村医疗卫生事业改革发展政策效果分析——以全国八县为例

Analyzing the Effect of Promoting the Reform and Development of Rural Medical and Health Services by Strengthening the Party's Construction of Basic Organization

目的:分析评价8个典型地区以加强基层党建推动农村医疗卫生事业改革发展的效果。方法:运用投入-过程-产出法,从人、财、物等方面为投入,医疗机构服务能力变化为过程,健康水平提升为结果进行分析。结果:在投入方面,调查地区政府卫生支出占财政支出的比重达10%以上,农村医疗资源配置达标;过程方面,门急诊量、出院人数等代表医疗机构服务能力的指标不断提升;产出方面,6个调查地区患者、医护满意度均在90%以上,居民健康水平较高。结论:各地区通过加强党的领导,改善了当地农村医疗资源配置,提高了基层医疗机构服务能力,提升了健康水平,以党建带动医疗卫生改革发展取得了很好的成效。

Objective To evaluate the effect of promoting the reform and development of rural medical and health services by strengthening the Party＇s Construction of basic organization in eight typical areas.Method The input-process-output method was used to analyze the input from human,finance and material resources,the changing process of medical service ability and the output on health improvement.Results In terms of ＂input＂,the proportion of governmental expenditures on health expenditure accounted for over 10% of the fiscal expenditures.Rural medical resources allocation met the standards.In the aspect of＂process＂,indexes on the service capabilities of medical institutions,such as outpatient and emergency visits,discharged numbers kept improving.In terms of ＂output＂,patients and medical staffs＇ satisfaction degree was above 90% in six sampled areas.And the residents had higher level of health condition.Conclusion Reform and development of rural medical and health services has achieved great results by strengthening the Party＇s leadership,which can improve the allocation of medical resources in rural areas,and the service capability of basic medical institutions.
