摘要
自2000年卫生系统反应性概念提出至今,卫生系统反应性在我国卫生系统及其子系统评价方面得到了广泛应用,其作为满意度的重要补充成为患者角度评价卫生系统绩效的重要指标。然而,我国在使用过程中仍然存在内涵界定不清、"合理期望"未调整、碎片化和支持决策不紧密等问题。健康中国新背景下,我国卫生系统反应性研究需要重视内涵界定和评价系统性,关注服务提供方和管理方等多方反应性,开发针对不同人群和疾病的评价工具,加强我国反应性维度权重研究,重视评价过程中"合理期望"的调整及方法简化,最终提高反应性在卫生系统评价和卫生决策中的应用。
The concept of health system responsiveness was put forward in 2000,which has been widely applied in China's health system evaluation,and has been regarded as an important index in health system performance evaluation for the supplement to satisfaction degree.However,there still have some problems,such as unclear definition,unadjusted"reasonable expectation",fragmentation of evaluation and decision support.Under the background of Healthy China,researchers on health system responsiveness should value the connotation and evaluation system,concern multiple responsiveness of service provider and management,develop evaluation tools for different population and diseases,strengthen the research of responsiveness dimension weight in China,pay attention to the adjustment and simplification of "reasonable expectation" evaluation,which can improve the application of responsiveness in health system evaluation and health policy-making.
