论立卷思想在归档文件整理工作中的延续——兼谈文书学研究和教学在其中的重要作用

2015年《归档文件整理规则》重新修订发布后，立卷改革探讨再起。本文将立卷方法置于文书部门立卷归档制度框架下进行了考察．发现立卷方法指导不当、贯彻文书部门立卷归档制度的相关工作没有制度化、体系化是导致立卷方法繁琐的根本原因。同时认为，档案工作的“存史”使命要求归档文件整理必须保持文件之间的历史联系，立卷思想（在文书部门整理归档的制度框架下的以“保持文件之间历史联系”为整理原则的思想）应该在现行归档文件整理工作中继续发挥指导作用，而且文书学的理论研究和教学在其中具有重要作用。

After the revision of the ＂Archiving Rules for Filing Documents＂ in 2015, the discussion on filing reforming began again.Through retrospective documentary filing system, it is found that the unsuccess- ful guidance to filing method, and the method to implement the system of filing by documentary departmenthave not been institutionalized and systematic, cause a difficult method in filing.Andalso think main- taining historical links between documents is necessary to preserve history, the idea of ＂keeping the histori- cal links between documents＂ in the framework of filing by clerical department should be continued in the arrangement of filing documents by piece, and the theoretical research and teaching of official document science play an important role in it.
