摘要
英国文化教育协会2016年5月公布了《全球高等教育现状:国际参与的国家政策框架》(以下简称《政策框架》)研究报告。该研究发现:德国高等教育国际参与的国家政策制定上有其突出的特色,并被认为是最为协调与合理的国家政策之一。本文基于《政策框架》的概述,通过文献分析法探究德国高等教育国际参与的国家政策所具有的开放性与多元化、系统性与规范化、可持续性与精准化等特点,揭示它们对促进我国高等教育国际化发展的启示。
A research report named The Shape of Global Higher Education: National Policies Framework for International Engagement(referring to National Policies Framework) was announced by British Council in May2016. It finds out that German has its own specific features on national policies in terms of developing internationalization of higher education,which is considered as one of the countries that presents the most reasonable and feasible policies. Based on literature review,this study explores the features of openness and diversification,systematization and standardization,sustainability and precision. It finally sees the enlightenments on promoting the development internationalization of higher education in China.
