摘要
准公共物品的属性是物流园区建设运营采用PPP模式的理论基础.通过对物流园区现状的分析,存在PPP模式盲目上马情况;部分承包企业不熟悉物流园区的运营管理,使PPP模式成为垫资承包;项目投资回收期较长,无法调动社会资本积极参与PPP项目等问题.完善物流园区PPP模式制度应从改善和优化PPP模式的阶段选择,完善PPP模式的法律制度,完善政府与私人机构的利益风险分配机制等方面进行.
Logistics park has the attribute of quasi public goods, and PPP mode can be adopted in con- struction and operation. Most logistics park PPP mode is still in its initial stage, but its development is fast. The PPP model is not perfect, and contracting enterprises are not familiar with operation manage- ment and enthusiasm of the participation of social capital. Based on this, this paper puts forward some suggestions on optimizing the PPP mode of logistics park, perfecting the legal system of the PPP model of logistics park and perfecting the mechanism of interest risk distribution between the government and the private sector.
