绿色发展理念下县域经济绿色竞争力研究——以湖北省为例

Research on the Economic Competition of Hubei Province based on the Concept of Green Development——Take Hubei Province as an Example

县域经济绿色发展对实现中国生态文明建设和绿色发展目标具有重要意义。县域以绿色为核心的经济发展方式而形成的绿色竞争优势称为县域经济绿色竞争力。本文通过因子分析得出如下结论：第一,低能耗产业产值比重高,环境治理情况好是具备强县域经济绿色竞争力的县域的普遍特征;第二,湖北县域经济绿色竞争力整体水平呈中等偏弱的态势,区域之间绿色发展不平衡;第三,县域产业的绿色转型是湖北县域经济提升绿色竞争力的短板。针对实证分析提出相关对策,即：加强顶层设计,构建县域绿色发展的制度保障;以县域工业园区为重点,重塑县域绿色产业体系;因地制宜,制定差异化的县域绿色发展政策;深化新理念,培育县域绿色社会体系;以乡村振兴战略为抓手,推进农业农村的绿色发展。

The green development of county economy is of great significance for realizing the goal of eco-logical civilization construction and green development in China. The green competitive advantage formed by the economic development mode with the county as the core is called the green competitiveness of the county e-conomy. Through the factor analysis, the following conclusions are drawn：First,The proportion of low-ener-gy-consuming industries with high production value and good environmental governance are common features of counties with strong green competitiveness in county economies;Second,The overall level of the green competitiveness of the county economy in Hubei shows a moderately weak trend, and the green development between re-gions is not balanced;Third,The green transformation of county industry is the shortcoming of Hubei county e-conomy to enhance green competitiveness. The countermeasures drawn from the empirical analysis are：strengthening the top-level design and build the institutional guarantee for green development in the coun-ty; focusing on county industrial parks and reshaping county green industry system; according to local condi-tions and formulating differentiated county green development policies; deepening new ideas and cultivating county green social system; taking the strategy of rejuvenating villages as the starting point to promote the green development of agriculture and rural areas.
