人口市民化背景下的济南市外来务工人员现状研究

Research on Migrant-workers in Jinan City under Citizenization Background

人口市民化是解决中国现阶段常住人口城镇化与户籍人口城镇化明显脱节的关键。基于2016年的问卷调查,本文以济南市为例,分析外来务工人员的地区迁移、人口市民化意愿及存在的主要问题,并提出相应的对策建议。研究发现：第一,济南市外来人口以新生代农民工为主,以鲁中西部迁入为主,随迁人口逐步增加,就业和居住趋于稳定,但工作年限较短;第二,外来务工人员自身的教育、年龄与职业等状况及其家庭状况,再结合工作地状况决定了其市民化意愿;第三,外来人口城市融入能力差,且城镇落户政策的差别对待。文章最后,针对主要问题提出了4点建议。

Citizenization is the key to resolving the current disconnection between resident-urbanization and registration-urbanization in China. Based on questionnaire in 2016, this paper analyzes migrant-work-ers＇ regional migration, the willingness of citizenization and the main problems, and puts forward some sug-gestions. This paper finds that：First,New generations of migrant-workers in Jinan City is main, mainly from central and western Shandong. With gradual increase of migrant-workers, their employment and housing tend to be stable, while their working years are shorter;Second,Their own education, age, occupation and family status so on determine their willingness to citizenise, combined with the conditions of workplace;Third,Migrant-workers have poor ability to integrate with different Urban settlement polices. Finally, this paper put forward four suggestions for main problems.
