保定市发挥失业保险“三位一体”功能的对策

Analysis on the Function of“Protecting Life, Promoting Employment and Preventing Unemployment”by Exerting the Unemployment Insurance System in Baoding

就业是民生之本,伴随着我国化解产能过剩以及经济结构调整政策的实施,如何加强对失业群体的保障与再就业工作成为重要的问题。首先,从失业保险覆盖率、保障水平、职业介绍成功率、失业保险基金支出结构等方面,对保定市失业保险发挥的基本功能进行评价;其次,分析影响失业保险发挥"保生活、促就业、防失业"功能的因素;最后,从提高失业保险保障水平、促进就业和预防失业等方面,提出发挥失业保险"三位一体"功能的对策建议,从而稳定就业,促进经济发展。

Employment is the livelihood of the people, along with our country to resolve overcapacity and the implementation of economic restructuring policy, strengthen the protection of the unemployment group and re-employment work becomes an important issue.The article takes Baoding city as an example, firstly, it evaluates the basic function of Baoding unemployment insurance from the aspects of unemployment insurance coverage rate, guarantee level, employment introduction success ratio, unemployment insurance fund expenditure structure and so on. Secondly, analyze the factors that affect unemployment insurance ＇s function of＂protecting life, promoting employment and preventing unemployment＂Finally, the paper puts forward the countermeasures and suggestions on the＂Trinity＂function of unemployment insurance to improve the level of unemployment insurance guarantee, promote employment and prevent unemployment,so as to stabilize employment and promote economic development.
