公办养老机构医养结合的发展困境研究——以南昌市东湖区福利院为例

Difficulties of Public Old-age Care Institutions in the Combination of Medical Care and Pension——A Case Study of Donghu District,Nanchang City

公办养老机构受财政投入水平、入住者负担能力、经营管理方式所限,在医养结合的道路上存在诸多难题。本文将南昌市东湖区福利院作为研究对象,分析了公办养老机构医疗资源难配备、护理人员难招收、商业保险未覆盖、财政投入不充足等困境,并提出增加对社会供养老人的财政投入、强调政府在提供准公共产品时的责任、多渠道为养老护理行业输送人才、鼓励社会资本多种模式介入养老行业等四个方面的对策和建议。

Most public old-age care institutions have difficulties in the combination of medical care and pension due to such facts as low investment of financial support,inability of the registers and way of running and management.This paper takes Donghu District old-age care institution as an example to analyze the medical support in public institutions in four aspects：the shortage of medical resources,lack of financial investment,shortage of nursing staff and lack of commercial insurance.This paper also gives four suggestions：increasing financial investment,training more nursing staff,getting social capital involved in pension area,and the government’s responsibility in public support.
