摘要
教育部将科技成果评估授权高校备案,此举简化了备案程序,缩短了备案流程,是解决科技成果转化和国有资产管理相关规定交叉、冲突的具体体现。文章从相关文件的释义出发,分析高校实施科技成果评估备案工作过程中遇到的困难,并提出建议对策。
Universities are entitled to keep on record in evaluation of scientific and technological achievements.Itsimplifies and abbreviates the record procedure, and it is a specific measure to solve the intersectant and conflictingproblems in transformation of technological achievements and management of state property. Starting from theinterpretation of relevant documents, this paper analyses some difficulties in the process that universities institute detailed rules for implementation, and puts forward several countermeasures.
