基层单位化机电仪周岗检机制的构建与实施

Establishment and implementation of weekly post inspection mechanism of basic units electrical instruments

借鉴扬巴装置安全巡检做法,由基层单位工艺牵头,化机电仪以及HSE督查人员参加,实施定时间、定地点、定人员、定内容、定整改措施、定责任、定期限和定期回顾的主辅生产装置每周"六位一体"联合检查,重点在落实检查分工、规范检查程序、加强指导监督、建立长效机制上下功夫。按照调研策划、试点推广、深化固化步骤,分阶段稳步推进,构建基层单位"联合检查、集中整改、闭环管理、螺旋提升"的持续改进机制,提高机电仪及HSE等专业对基层单位工艺生产主动靠前的服务意识,打造管理人员指导基层"三基"、开展现场观察的常态化平台,实现基层"三基"水平再提升。文章重点分析了化机电仪周岗检机制的实施背景,并统一规范了实施过程,总结了取得的成效。

Based on the practice of Yamba-device security inspections, a series of regular reviews have beenconducted upon on primary and secondary production units by fixing time, human labor, contents, corrective actions,responsibilities and deadlines. Led by basic units in specific techniques, with combination of chemical machineries electrical instruments and HSE supervising personnel, a series of＂Six-in-one＂joint inspection has been implementedupon all the units each week, focusing on implementation of inspection and labor-divisions, standardization of testroutine,reinforcement of guidance and supervision and establishment of the long-effect mechanism. And following theactual research plans and pilot promotion, a batch of procedures have been deepened and solidified for the purposes ofrealizing the staged smooth steady progress in near future, establishing a series of continuous improved mechanisms ofbasic units featuring＂Joint Inspection, Centralized Rectification, Closed-loop Management and Spiral Improvement＂,enhancing active and high-quality awareness of electromechanical instruments, HSE and related professions servingfor basic-unit techniques and productions, creating＂Three Basics＂-related policies supporting management level＇sguidance of basic units, carrying out diversified site-observed normalized platforms to realize the further enhancement of the above＂Three Basics＂service level.
